A Commissic.. of Enquiry be appointed to consider the question of the future status of Hong Kong University and the contemplated University in Malaya, and to advise upon the full development of the higher educational system in both territories. (para.10).

That all institutions providing facilities at the outbreak of war for higher education, the training of teachers and medical students, and vocational training be restored as far and as early as possible. (para. 13).

The recruitment and training of an adequate number of teachers be regarded as of primary importance. (para. 1)
